The Qikiqtani Inuit Association (QIA) is seeking an experienced Monitoring and Evaluation Specialist to oversee the development of a monitoring, evaluation, accountability, and learning (MEAL) Framework for the Department of Social Policy’s programs and projects.
Under the direction of the Director of Social Policy, the Monitoring and Evaluation Specialist oversees development of a MEAL Framework and provides technical assistance in the overall implementation of the Framework. The Specialist will provide leadership in the design, monitoring, and evaluation of the requirements of internally funded and third-party funded initiatives, and is responsible for compiling data and reporting back in a meaningful way; this includes aiding in the identification of project outputs, outcomes and corresponding targets. This Framework will be designed to ensure all reporting requirements are sufficiently met, including those required to respond to routine quarterly and annual reporting, and on-demand requests.
The Specialist provides advice and support for data collection to ensure ethical and data quality standards are met and is responsible for informing the Department’s operational planning through the consolidation and reporting of projects’ performance information.
The incumbent requires exceptional verbal and written communication skills. This position may collaborate with other QIA departments and teams to ensure consolidation and consistency of inter-departmental, internal information for the QIAs overall MEAL Framework and operational planning. This will include the generation of data for annual reporting on impact and effectiveness of programming. This role collaborates with other Inuit organizations at the regional, territorial, and national level to determine, validate, maintain, and update performance indicators and other information required to report on distinctions-based funding for Inuit.
The incumbent will be highly skilled in interpersonal communications, collaboration and problem solving, have innovative thinking and active listening skills and be able to verbally present complex information to committees and groups. Applicants must demonstrate experience in project management, report writing and have a thorough understanding of program monitoring and evaluation practices, data analysis, social science research methods, and evaluation theory and practices. Experience in program development and MEAL activities of federal, provincial/territorial, government programs and knowledge of Gender Based Analysis (GBA+) is essential.
Three years of experience in program monitoring and evaluation is required, along with experience working with Inuit, in Nunavut communities, or with other Indigenous organizations. Experience tracking and managing multiple sources of data, and experience handling data using SPSS or other statistical software is highly desirable. Experience in community wellness or cultural programs, and knowledge of determinants of health and the colonial history which impact Inuit communities are asset qualifications.
This position generally requires a Bachelor’s degree in Program Evaluation, Social Sciences, Health Management or related field. A Master’s Degree is an asset. A combination of relevant education and related experience may also be deemed an acceptable equivalency. An acceptable Criminal Record Check is required.
Starting salary for this position is $84,604 per annum, plus a Nunavut Northern Allowance of $27,600 per annum. Housing is not provided.
